Public Meeting of Council

Request to Consider Engineer’s Report – Marshall Drain: Council received a report summarizing the background and other information regarding the Marshall Drain and the Drainage Report which provides for the improvements to the Drain, including re-establishing the design grade through excavation, replacing culverts due to poor condition or to provide sufficient hydraulic capacity, and establishing future cost-sharing provisions for maintenance. The total estimated cost for the improvement work is $182,600 (excluding HST). Council received the report, received and adopted the Drainage Report, and authorized that notice be given to all affected landowners of the Court of Revision to be held on September 15, 2026 at 6:00 p.m.

Regular Meeting of Council

Memorandum of Understanding Alzheimer Society of Windsor and Essex County: Council received a report outlining the framework for an agreement between the Town and the Alzheimer Society of Windsor and Essex County (ASWE) regarding their proposal for a new headquarters building at Town Centre Park. Council received the report and the Memorandum of Understanding (MOU) and authorized the Mayor and Clerk to execute the MOU with the ASWE.

Parks and Recreation Master Plan – Tender Award: Council received a report summarizing the results of a Request for Proposals (RFP) for the development of a Parks and Recreation Master Plan. The RFP closed on July 30, 2026 with nine proposals received. Council received the report, awarded the tender to Monteith Brown Planning Consultants in the amount of $124,559.59 (excluding HST), and directed Administration to prepare a by-law to execute an agreement for consideration at a future Council Meeting.

Request to Amend Municipal Drain Assessment Schedules, First Levy for 2026: Council received a report summarizing the amended drainage assessment schedule for the 11 Concession Drain (Balkwill Bridge), J. C. Smith & McPherson Drain, Shuttleworth Drain, and West Branch of the East Branch Delisle Drain. The total of the drainage assessments to the Town for the drainage works as outlined in the cost summary is $392,176.52. Council received the report and authorized the collection of assessments for the drains.

Request to Levy Municipal Drain Maintenance Costs, First Levy for 2026: Council received a report summarizing cost of municipal drain maintenance works for the year 2025. The total drainage assessment to the Town for the drain maintenance as outlined in the cost summary is $56,586.56. Council received the report and authorized the levying of the maintenance costs for the drains.

Little River Pollution Control Plant Expansion, Environmental Assessment Study Completion: Council received a report providing background regarding the May 2026 draft Environmental Study Report completed by the City of Windsor for the Little Pollution Control Plant (LRPCP) Expansion. The Council report summarized Administration’s comments and concerns that came forward following the review of the May 2026 draft Environmental Study Report, which included several notable changes from the December 2025 draft without justification or explanation. The Town requested that the City explain the basis for these changes and confirm the appropriate consultation took place for the preferred solution now being advanced. Council received the report and endorsed Administration’s review comments in the report.

Canada Public Transit Fund, Riverside Drive Multi-Use Trail Extension and Safety Enhancements Project, Contribution Agreement: Council received a report notifying that the Town’s grant application to the Ministry of Housing and Infrastructure for the Riverside Drive Multi-Use Trail Extension was approved in principle. Administration also recommended replacement of the existing storm sewer beneath the location of the multi-use trail extension at Riverside Drive between Kensington Boulevard and Arlington Boulevard as part of the project. The total project costs are anticipated to be $4,069,000, covered in part by the federal contribution of approximately $1,310,400. Council received the report, approved the project, and authorized the Mayor and Clerk to sign an agreement between His Majesty the King in Right of Canada, as represented by the Ministry of Housing and Infrastructure and the Town.

Amending By-Laws for the North Talbot Road and 8th Concession Road Sanitary Sewer Areas: Council received a report recommending amendments to By-Law 2011-103 and By-Law 2024-060, being by-laws to impose charges on owners of land that derive, or may derive, a benefit from sewage works constructed within the North Talbot Road Sanitary Sewer Area and within a designated area of the 8th Concession Road Sanitary Sewer Area respectively. The amendment would define a date when monthly wastewater charges would begin for assessed properties, support a consistent administrative approach, provide clarity to property owners, and ensure wastewater charges are applied consistently across affected properties. Council received the report and adopted the by-law amendments.

Housing-Enabling Water Systems Fund, Transfer Payment Amending Agreement: Council received a report summarizing the Housing-Enabling Water Systems Fund’s (HEWSF) updated Spring 2026 financials for the Town’s Tecumseh Hamlet Northwest Trunk Water and Wastewater Infrastructure Project. Administration anticipates that approximately $5.24 million in HEWSF funding will remain available and has received approval from Ministry representatives under the HEWSF program to use these funds for stormwater management ponds within the Manning Road Secondary Plan Area. On July 27, 2026 the Town received a Transfer Payment Amending Agreement (TPAA) from the Ministry for the approved scope change and date extension for the project. Council received the report and authorized the Mayor and Clerk to execute the agreement with His Majesty the King in Right of Ontario as represented by the Minister of Infrastructure.

December Holiday Schedule 2027: Council received the report and approved that the Tecumseh Town Hall Offices be closed for the 2027 December Holiday Season from Friday, December 24 through to and including Friday, December 31, 2027.

New Zoning By-law, Summary of Public Meeting 2, Final Recommendation: Council received a report with Administration’s final recommendations regarding the new Town-wide Comprehensive Zoning By-law. The final Zoning By-law document was prepared and brought forward for Council’s consideration and final decision. Council received the report and moved to give first and second reading to the new Town-wide Comprehensive Zoning By-law and to amend the proposed by-law to no longer permit as-of-right semi-detached dwellings and duplexes in R1 zones that apply to existing neighbourhoods. The amended proposed by-law will be brought back for Council’s consideration for third and final reading at the September 15, 2026 Regular Council Meeting.

Council Conferences for 2027: Council received the report, authorized Members of Council to attend the conferences scheduled to be held in 2027 listed in the report, and approved Members of Council to attend any 2027 workshops, webinars, and training opportunities from the associations listed in the report, subject to funding being approved in the 2027 Operating Budget.

Council Meetings in 2027: Council received a report containing the draft 2027 Council Meeting Schedule and recommended the cancellation of the August 24, 2027 and December 21, 2027 Regular Meetings of Council due to a conflict with Council's attendance at the Association of Municipalities of Ontario Annual Conference and the holiday season, respectively. Council received the report, approved the cancellation of the two dates, approved the 2027 Council Meeting Calendar, and directed Administration to post the calendar on the Town’s website.
