Council Connect: Highlights from March 10, 2026, meetings of Council

Regular Meeting of Council

Clerk’s Procedures for the 2026 Election: Council received a report containing the Telephone/Internet Voting Election Policies and Procedures For the 2026 Ontario Municipal and School Board Elections to be established by June 1 to meet legislative requirements. The Procedures will be made available on the Town’s website for public access. The Procedures revise the definition of “advanced voting” to incorporate the longer advanced voting timeframe of 28 days (previously 10 days) beginning on Monday, September 28, 2026, at 10:00 am. Administration recommended amending By-Law 2025-090 to allow for and comply with legislative requirements on advanced voting and timeframes. Council received the report and amended By-Law 2025-090.

Tecumseh BIA Board Appointment: Council received one submission from Amanda Sampson for the vacant Director position on the BIA Board of Management. Council accepted the submission and appointed Amanda Sampson to the position for the term ending on November 14, 2026.

Tecumseh Transit Service (TTS) 2025 Annual Status Report: Council received a report overviewing ridership and revenue totals for the Tecumseh Transit Service (TTS) for the 2025 calendar year. The TTS ridership levels have remained relatively stable. There were 17,461 riders in 2025 compared to 18,588 riders in 2024, a decrease of 6%. Total revenue for 2025 was $16,905 compared to $19,663, a decrease of 16%. However, it should be noted that some of the decrease in revenue was due to a delay in the delivery of the fare boxes for the new electric buses, therefore no fares were collected for approximately three weeks in late July and early August of 2025 at the time of the introduction of the new buses. Response from riders and drivers has been positive since new electric buses were added to the fleet in July 2025. Administration continues to explore ways to optimize the service and is looking at potentially expanding the TTS route into the Tecumseh Hamlet along with service adjustments that may include neighbouring municipalities. This will be assessed in 2026. Council received the report.

Non-Union and Council Economic Salary Adjustment 2026: Council received a report recommending an annual economic adjustment for 2026 of 2.0% for the Management and Non-union Administrative Wage Grid and for Elected Official positions effective January 1, 2026. This adjustment was included in the 2026 Mayor’s budget deemed adopted at the February 10, 2026, Regular Council Meeting. Council received the report approved the recommendations.

Municipal Waste Collection Services, RFP Update and Selection of Level of Service: Council received a report detailing waste collection service options, and a summary of the Recommended Level of Service. Administration recommended:

  • Residential Waste: Bi-weekly/Thursdays
  • Commercial Waste: Bi-weekly/Thursdays
  • Yard Waste: Weekly/Over 4 Days
  • White Goods: Stay Enrolled with EWSWA
  • Bulky Items: Monthly/Last Thursday with Residential Waste Collection

The recommended levels of service would result in an average increase of 97% and a range of percentage increase between 18% to 177% above the 2026 Waste Collection Budget of $750,000. Administration will evaluate the two proposals submitted for waste collection services and bring forward a second report “Award of Contract Services” at the next Regular Council meeting, which will have the total contract price for the level of service selected. Council received the report and chose the level of service recommended by Administration.

Statement of Remuneration and Expenses Paid in 2025: Council received a report containing an itemized statement on renumeration and expenses paid in the previous year to each member of Council and members appointed by the municipality for their services. Council received the report.
