Public Meeting of Council

Draft New Zoning By-law for Public Consultation: The purpose of this public meeting was to hear comments from the public regarding the Draft New Zoning By-law.

Regular Meeting of Council

Tecumseh Water Distribution System Ministry of the Environment, Conservation and Parks February 1, 2025 to November 30, 2025 Inspection Report: Council received a report summarizing the Ministry of the Environment, Conservation and Parks Inspection Report (MECP) for the Tecumseh Water Distribution System. The inspection was conducted from February 1, 2025 to November 30, 2025 and MECP was onsite to complete the inspection on December 17, 2025. The Town’s municipal residential drinking water system achieved an Inspection Summary Rating Record of 100%. There was zero instances of non-compliance and one best management practice recommended. The Town’s inspection risk rating is 0.00%. Council received the report.

County Road 22 Fly-Off and Extension Award of Engineering Consulting Services: Council received a report recommending Dillon Consulting Limited be retained for Engineering Consulting Services, in the amount of $371,000 excluding HST, to complete the CR22 Fly-Off and Extension project. Council received the report and authorized retaining Dillon Consulting Services for the project.

2025 CLI-ECA Annual Performance Reports Municipal Sewage Collection and Stormwater Management Systems: Council received a report containing an overview of the Town’s Sanitary Sewer System and Stormwater Management System 2025 Annual Performance Reports pertaining to yearly activity, performance, and alterations to public sewage collection and stormwater management systems The full reports are attached. Council received the report, adopted the 2025 Annual Performance Reports, and directed Administration to publish the reports on the Town’s website for public viewing.

2026 Request for Proposals for Municipal Waste, Yard Waste, Bulky Items and White Goods Collection Services Award of Contract: Council received a report recommending Council award the contract for the Municipal Waste, Yard Waste, Bulky Items and White Goods Collection Services in the amount of $884,423.96 (excluding HST) to GFL Environmental Inc., which would begin February 1, 2027. The Town’s Waste Collection Budget is $760,000. The contract price based off the selected level of service is approximately 18% over the current budget. The increase in cost translates to a 2026 Tax Rate increase of 0.44%. Council received the report and awarded the contract to GFL Environment Inc.

Review of By-Law 2018-32 Election Signs: Council received a report proposing a new Election Sign By-Law that would provide greater clarity on the content and approval of campaign signs for Candidates and Registered Third Party Advertisers and provide additional enforcement measures in keeping with municipal best practices, including amendments to the Administrative Monetary Penalty System (AMPS) By-Law to include penalties for sign violations. The new By-law will be made available to registered candidates for the upcoming municipal and school board elections. Council approved the new Election Sign By-Law with amendments to Sections 5.2 and 5.3 to allow no more than four (4) Election Signs on any one piece of land zoned residential and on any one piece of land zoned other than residential.  The old Election Signs By-Law was repealed. Amendments to the Administrative Monetary Penalty System (AMPS) By-Law to enforce the new sign by-law are forthcoming to a Regular Council meeting in April.

Official Plan Amendment No. 8 (OPA 8) Oldcastle Hamlet Special Planning Study Results of Public Meeting and Final Recommendation: Council received a report and saw a presentation from WSP with a summary of stakeholder comments received during the February 10, 2026 Public Council Meeting and recommendations for revisions to OPA 8. Council received the report and presentation, adopted OPA 8 of the Tecumseh Official Plan, and authorized Administration to forward the amendment to the County of Essex for review and final approval. Administration was also directed to implement the recommendations in the Land Use Report.

Official Plan Amendment No. 9 (OPA 9) Parkland Redistribution in Manning Road Secondary Plan Area, Results of Public Meeting and Final Recommendation: Council received a report recommending that OPA 9 be adopted to reconfigure the future parkland distribution in the Manning Road Secondary Plan Area (MRSPA) from a centrally located 4.0-hectare (10-acre) park to four smaller parks evenly distributed throughout the area. The report also summarizes the nature of concerns received during the public consultation process and includes questions written to Administration and the responses. Council received the report and adopted the amendment. The amendment will be forwarded to the County of Essex for review and final approval.

2025 Customer Service Annual Report: Council received a report that summarizes Customer Service initiatives and highlights Customer Service data, metrics, and trends across the Town’s customer service channels for the period of January 1, 2025 to December 31, 2025. Council received the report.
