Council Connect: Highlights from May 12, 2026, meetings of Council

Public Meeting of Council

The purpose of the meeting is to hear public comment on the Zoning By-Law Amendment Application for 13754 Tecumseh Road. The application seeks to amend Zoning By-law 2065 by rezoning the subject land from “Residential Type Two Zone (R2)” to a site-specific “Residential Type Three Zone (R3-14)” to permit the redevelopment of the property with a three-storey, six-unit dwelling and a one-storey, four-unit townhouse dwelling.  Site-specific zone provisions related to minimum lot frontage, lot area, height, yard depths/widths (front, side, rear) and encroachments for patios/balconies are also required for the proposed development.

Regular Meeting of Council

Amendments to By-Law 2014-60 Smoke Free Outdoor Spaces: Council received a report recommending amendments to By-Law 2014-60 Smoke Free Outdoor Spaces to reflect recent regulatory changes in applicable provincial legislation, including the Smoke-Free Ontario Act, 2017. Updating the Town’s regulatory framework also supports the Town’s ability to regulate conduct on municipal property, workplaces and in other places within the Town’s jurisdiction to promote public health, safety, and well-being. The report contains an attachment with the proposed amendments. The Town has three smoking-related by-laws; Administration is proposing revisions to By-Law 2014-60 to consolidate key provisions from By-Law 2002-46 and 2002-47 into a single smoking and vaping by-law. Additionally in the report, Policy No. 42 Non-Smoking has been revised concurrently to ensure it remains consistent with the proposed by-law amendments and current legislative requirements, and to provide clear administrative direction supporting implementation and compliance. Council received the report, approved the amendments to By-Law 2014-60, repealed By-Law 2002-46 and By-Law 2022-47, approved to amend the Administrative Monetary Penalties by-law to include penalties for violations of By-Law 2014-60, and approved the revisions to Policy No. 42 Non-Smoking Policy.

Records and Information Management Policy: Council received a report containing a new Records and Information Management Policy No. 142. The policy provides a clear and well-defined corporate-wide framework for how records are managed and disposed of throughout their lifecycle. Council received the report, approved the policy, and delegated authority to the Town Clerk to regularly review and revise the policy if applicable and inform Council of any significant changes.

Pathway to Potential Recreation (P2P) Assistance Program Agreement – January 1, 2026, until June 30, 2026: Council received a report regarding the Pathway to Potential (P2P) Recreation Assistance Program that is administered through the City of Windsor Human & Health Services Department and is funded by both the City of Windsor and the County of Essex. The report confirms $40,000 was allocated to the Town for 2026 and will be administered by the City of Windsor for the first half of the year. This program will offer children, youth, adults and seniors living on low income the opportunity to participate in any program offered through the Community and Recreation Services Department at 10% of the program cost. Council received the report and authorized Administration to enter into an Agreement with the City of Windsor for the program for January 1, 2026 until June 30, 2026 time span, at no cost to the Town. Administration of the P2P Program thereafter is subject to discussions between the City and County, with further direction to follow. Council received the report and authorized Administration to enter into an agreement with the City of Windsor for the P2P program for the January 1, 2026 until June 30, 2026 time span, at no cost to the Town.

Zoning By-law Amendment 1413 Bedell Street Scheduling of a Public Meeting: Council received a report recommending the scheduling of a public meeting, to be held on Tuesday, June 9, 2026 at 6:00 p.m., in accordance with the Planning Act, for a Zoning By-law amendment application pertaining to a property situated on the west side of Bedell Street, just south of Arbour Street (1413 Bedell Street). The application seeks to amend Zoning By-law 1746 by rezoning the subject land from “Residential Zone 2 (R2)” to a site-specific “Residential Zone 2 (R2-28)” to permit the construction of a one-storey, semi-detached dwelling. Site-specific zone provisions related to minimum lot area, lot frontage and interior side yard where there is a common wall are required for the proposed development. Council received the report and authorized Administration to schedule the public meeting.

Zoning By-law Amendment 1406 St. Anne Boulevard Scheduling of a Public Meeting: Council received a report recommending the scheduling of a public meeting, to be held on Tuesday, June 9, 2026 at 5:00 p.m., in accordance with the Planning Act, for a Zoning By-law amendment application pertaining to a property situated on the southeast corner of the St. Anne Boulevard/Arbour Street intersection (1406 St. Anne Boulevard). The application seeks to amend Zoning By-law 1746 by rezoning the subject land from “Residential Zone 2 (R2)” to a site-specific “Residential Zone 3 (R3- 23)” to permit the redevelopment of the property with a three-storey, six-unit dwelling and a one-storey, single-unit dwelling. Site-specific zone provisions related to lot and yard requirements are needed to support the proposed development. Council received the report and authorized Administration to schedule the public meeting.

Draft Plan of Subdivision Approval Petcon Realty GP Inc. (Petretta) Manning Road Secondary Plan Area County of Essex File 37-T-26001 Town Comments to County of Essex: Council received a report detailing an application filed with the County of Essex proposing development on a 9.5 hectare (23.4 acre) parcel of land located south of County Road 22, east of Lesperance Road, within the Manning Road Secondary Plan Area including:

  • 20 blocks for 96 multi-unit attached dwellings;
  • 1 block for 332 apartment dwelling units (currently under construction);
  • 1 block for a stormwater facility (Block 22); and
  • 1 block for parkland (Block 23)

In the report, Administration recommended notifying the County of the Town’s support for the proposed plan, subject to the Town’s draft approval conditions outlined in the report and provided that no new concerns were raised through the public/agency circulation process. Council received the report and directed Administration to notify the County of Essex of their support of approval of the proposed plan, along with the requested conditions of draft plan approval.

Proposed Town of Tecumseh Drainage Board: Council received a report recommending the Town establish a Drainage Board composed of five lay members to begin in the 2026–2030 Council term. The Board would take on delegated responsibilities under the Drainage Act, including reviewing engineer reports, hearing landowner appeals as a Court of Revision, and providing recommendations to Council. This change is proposed due to increasing drainage projects and appeals and the technical complexity of decisions, as well as to improve efficiency, consistency, and informed decision-making. The Board is estimated to cost approximately $13,500 annually, with recruitment planned following approval and enactment of a by-law, aiming for operation starting in early 2027. Council approved the recommendation and a by-law will be brought to a future Council Meeting in order to formally enact the Drainage Board.

2026 Request for Proposals for Municipal Waste, Yard Waste, Bulky Items and White Goods Collection Services Contract Update: Council received a report recommending updates to the Town of Tecumseh’s waste collection contract following the 2026 RFP process. Updates include bi-weekly residential garbage collection on Thursdays, divided into two zones (north and south of County Road 22) on alternating weeks, beginning in February 2027 and yard waste collection remaining as weekly pickup on Mondays, replacing the previously approved multi-day schedule. There are no financial implications associated with this change in service. Other services remain unchanged, with bulky items collected monthly (last Thursday) and white goods continuing under the existing EWSWA program. Council approved the report and accompanying by-law to execute the agreement with GFL Environmental Inc.
