The purpose of this meeting was to hear public comment on the Town Wide New Zoning By-Law.

Regular Meeting of Council

Essex Power Corporation, Appointment of Proxyholder for Shareholders’ 2025 Annual Meeting: Council received a report recommending that Mayor Gary McNarama be appointed as the Town’s proxyholder to vote at Essex Power Corporation’s 2025 Shareholders’ Annual Meeting and that Mr. Tom Burton be appointed as an alternate proxyholder, in the absence of the Mayor. Council received the report and appointed the Mayor as the proxyholder and Mr. Burton as the alternate proxyholder and authorized the Town Clerk to sign all necessary proxy forms to implement this resolution and forward them to Essex Power Corporation.

Request for Repair and Improvement to the Baillargeon, Cyr & Extension and East Townline (St. Clair Outlet) Drains Appointment of Drainage Engineer: Council received a report providing a summary of the background and other information to assist Council in appointing an engineer to examine the drainage area on the Baillargeon Drain, Cyr & Extension Drains and the East Townline Drain (St. Clair Outlet). Council appointed Drainage Engineer, Mark Hernandez, P.Eng., of Dillon Consulting Ltd., to make an examination of the drainage area as submitted by a Landowner in the “Notice of Request for Drainage Improvement” dated April 2, 2026, and authorized a Drainage Report to be prepared in accordance with Section 78 of the Drainage Act, including provisions for future maintenance.

Lesperance Multi-Use Trail: Council saw a presentation from Aaron Blata, RC Spencer Associates Inc. overviewing implemented “Emerging” complete streets best practices and corridor streetscaping/placemaking on Lesperance Road (from Laramie Street to Riverside Drive).

Strategic Priorities 2025 Report Out: Council received a report with a review of the progress of the three comprehensive and relevant priorities set by Council: Sustainable Growth, Community Health & Inclusion, and Service Experience. The report contains the full Strategic Priorities 2025 Report Out document and will be made available in print and on the Town’s website for public review. Council received the report.

Hearing Officer Appointment and Service Agreement for the Town's Administrative Monetary Penalty System: Council received a report recommending that Council authorize the Mayor and Clerk to execute a Service Agreement for Hearing Officer Services for the Town’s Administrative Monetary Penalty System for a three-year agreement commencing May 1, 2026 to April 30, 2029. The report recommends the appointment of Sarah Jacobs of Jacobs Dispute Resolution as the Hearing Officer for the Town’s Administrative Monetary Penalty System. Council received the report and accepted its recommendations as presented by Administration.

Supply of Various Vehicles: Council received a report detailing Administration’s 10-year Fleet Replacement Schedule that anticipates the Town’s fleet and fire apparatus requirements. Ten vehicles and/or pieces of equipment are recommended for purchase in 2026. The report sought Council authorization to proceed with the 2026 vehicle and equipment purchases and to declare equipment being replaced as surplus, to be disposed of in accordance with the Town's Purchasing Policy. Council adopted Administration's recommendations, funding the 2026 vehicle and equipment purchases amounting to $926,000 from the Lifecycle Fleet Reserve, and funding the Community Safety Services vehicles at $1,312,000 from the Lifecycle Fire Apparatus Reserve.

Zoning By-Law Amendment 12147 St. Jacques Street Scheduling of a Public Meeting: Council received a report regarding the filing of a Zoning By-Law amendment application to change the zoning pertaining to a 1225 square metre (13,185 square foot) parcel of land situated on the south side of St. Jacques Street, approximately 100 metres (328 feet) west of its intersection with Lesperance Road (12147 St. Jacques Street). The report contains a summary of the intent of the Zoning By-Law amendment. Council received the report and authorized Administration to schedule the public meeting to be held on Tuesday, June 23, 2026 at 6:30 p.m.
