Council Connect: Highlights from September 9, 2025, meeting of Council
Regular Meeting of Council
Maidstone Recreation Centre:
Delegates Jim Croft (President) and Shaun Fuerth (Vice President) provided a presentation to Council on behalf of the Maidstone Recreation Centre Board of Directors.
Council received a report recommending demolition of the Maidstone Recreation Centre assembly hall due to severe structural deficiencies, including mould, moisture damage, and compromised trusses, making repair impractical and unsafe. Following a racoon infestation and subsequent inspections, hazardous materials like asbestos were suspected, and extensive damage was confirmed through professional assessments. The estimated cost for demolition and related servicing/repairs is approximately $90,677.26, with a total municipal investment in the property since Town acquisition (April 1 2023) of $545,921.49. Community consultations will be held in Fall 2025 with the commitment to maintain the site as a community centre and options for the replacement will be brought to Council for direction as part of the 2026 Capital Budget Process. Council approved the report.
Joint Use Agreement - Greater Essex County District School Board: Council received a report regarding a proposed one-year Joint User Agreement between the Town of Tecumseh and the Greater Essex County District School Board for shared access to Optimist Park and the new Beacon Heights School sports fields. Under the agreement, the Board will have primary use of Optimist Park during school hours, while the Town can schedule community sports use at Beacon Heights School. The Town will maintain both fields and be reimbursed by the Board for 50% of direct maintenance costs, up to a maximum of $35,000. No user or permit fees will be exchanged between the Town and the Board, and only approved community sports groups will be allowed to use the Board’s fields. If successful, the agreement may be extended and expanded to include additional school and park facilities in Tecumseh to support both student and community needs. Council approved the report.
Castle Gate Towers Inc. – Business Park Subdivision Development Agreement Amendment, Holding (H) Symbol Removal, Placing of Services on Maintenance and Release of Building Permits: Castle Gate Towers Inc. – Business Park Subdivision Development Agreement Amendment, Holding (H) Symbol Removal, Placing of Services on Maintenance and Release of Building Permits: Council received a report recommending approval of an amendment to the Castle Gate Towers Inc. Business Park Development Agreement to reflect Enbridge’s updated protocol for installing gas services, with the Town holding sufficient performance security for this work. The report also seeks authorization to place municipal services on maintenance and release building permits for the subdivision, as all required work has been completed and inspected. Additionally, the report recommends removing the Holding (H) zone symbol from the property, enabling development on five business park lots. Site plan control agreements will still be required for each lot prior to actual development on the lots beginning to ensure proper site design is achieved, access is suitable, and servicing standards and met. Council approved the report and adopted the associated By-laws.
