Animal Services & Licensing

The Town of Tecumseh offers services related to animal care and control 24/7, including:

  • Attending to Dogs "running at large"
  • Picking up of stray animals
  • Removal of dead wildlife on roads
  • Investigating animal welfare concerns
  • Responding to concerns regarding biting and aggressive dogs

If you suspect animal cruelty, you may report it to Windsor-Essex Humane Society at (519) 966-5751. Your complaint will be confidential and your name kept private in the investigation.

If you have a racoon, skunk, opossum or other wild animal problem, the Animal Control Officer can provide information on trapping.

Cat Spay & Neuter Voucher Program and Cat Intake Program

In partnership with the Windsor-Essex Humane Society, the Town of Tecumseh offers a Cat Spay & Neuter Program and a Cat Intake Program. See below for further information and to apply. 

Description of Program

Offers support to residents with spaying or neutering free-roaming/feral cats as well as cats owned by low-income families. To qualify, you must be a resident of Tecumseh.

Vouchers are valued at $50.00 each (including HST) and any costs in excess for the spay/neuter surgery are the responsibility of the owner/caregiver.

Definitions

  • Free-Roaming/Feral Cats - are cats that are the offspring of lost or abandoned pet cats or other feral cats that are not spayed/neutered. These cats are not accustomed to contact with people and are typically too fearful and wild to be handled. They do not easily adapt or may never adapt to living as pets.
  • Owned Cats - are cats that are owned by a household and receive food, shelter, and care from the members of the household.

Description of Program

Offers support to residents to reduce the number of stray cats in the Town of Tecumseh by allowing residents to apply to deliver stray cats to for assessment and treatment to the Windsor-Essex Humane Society Drop-Off Location at:

Definitions

  • Adoptable Cat - is a cat that is friendly, healthy, and comfortable with human contact who may have wandered from their home or was abandoned but its owner.
  • Wild/Feral Cat - is a cat that has clearly been living outside and is not comfortable with human contact. These cats will be examined, spayed/neutered, vaccinated, micro-chipped and, if healthy, released back into the area it was found by the humane society.

Wildlife & Other Animals

Raccoons are susceptible to Canine Distemper.  This virus does not pose a threat to human health but may be transmitted to dogs who have not received vaccinations.  If you suspect a raccoon is affected, please contact Essex County K9 Services - (519) 791-6203

Normal Racoon Behaviour

  • In a tree: normal behaviour.  Should move on within 24 to 48 hours.
  • Sleeping on a deck: normal in an urban area, should leave overnight.  If it returns, frighten away with noise or water from the hose (summer only).
  • Out in the day: may have been frightened from its hiding place.  Also normal during breeding season.

Abnormal Racoon Behaviour

  • Staggering or appears drunk, falling over, disoriented, paralysis of hind limbs.
  • Mucous caked heavily around eyes and nose.
  • Over friendly and approaches pets or people.
  • Curled up in a ball in an open area of the yard during daylight hours.

Coyotes and foxes are native to North America and can be found living in urban and rural areas. While they are wary of humans and avoid people whenever possible, sightings in Tecumseh do happen.  Tecumseh’s green spaces and forested areas provide excellent habitats.

As much as possible, the Town’s approach is to leave them alone.  Coyotes and foxes naturally fear humans and should remain wild animals as they play an important role in balancing the ecosystem in southern Ontario, helping to control the populations of rabbits, rats and mice.

To ensure coyotes and foxes remain wild animals and avoid interaction with people, check out Coexisting with Wildlife.  Often, conflicts can be prevented if we are willing to make small changes to how we think and act.

If livestock is killed by a dog or wild animal, the owner of the livestock may claim and be compensated for damages through the Town of Tecumseh. The Livestock Valuer appointed by the Town of Tecumseh will need to make an on-site visit to your property to assess the damage and loss of livestock. As of March 1, 2022, the Urban Hens Licensing Pilot Program has been discontinued.  Report LCS-2021-35 - Urban Hens Licensing Pilot Program - Final Report, which was considered at the December 14, 2021 Regular Council Meeting, summarizes the reasons for the discontinuation of the program.

Many people enjoy birds that visit their gardens. Bats consume millions of mosquitoes, and coyotes eat mice and rats. However, conflicts can arise when humans encroach on wildlife habitat and wild animals behave in ways that damage our property, cost us money, or endanger our health or safety.
