Tecumseh Hamlet Northwest Water & Wastewater Infrastructure Project

Construction Update as of August 27, 2026

Final milling and paving works of Intersection Road are commencing on Monday August 31, 2026, with completion expected by September 4th. Traffic, including local traffic, will not be able to access the construction area along Intersection Road while this work is underway. To avoid damage to vehicles, please do not attempt to use the road during the work. Residents are encouraged to move all vehicles that will be needed outside of the construction zone by midnight on August 30, 2026 and to park on nearby side streets.

Access will be maintained for emergency services, and if special accommodations are required, residents are advised to contact the Contractor directly.

December 12, 2025 - Construction Update

Intersection Road is now open. Final milling, paving, and yard restoration work will be completed in the spring.

Any future work related to this project are expected to be short duration/partial closures and updates will be sent out accordingly next year.

Construction Update as of November 21

November 21, 2025 - Construction Update

Initial paving on Intersection Road is complete, and the road will reopen to local traffic on Friday, November 21, 2025.

Construction will continue for several weeks with shoulder work, cleanup, and restoration, with full reopening to commuting traffic expected by Friday, December 12, 2025.

Yard restoration will be done this year with topsoil only, while raking, touch-ups, and grass seeding will take place in the spring.

Next construction season will include final paving (full milling and paving from Shawnee to St. Anne), surface asphalt west of Shawnee, and driveway repairs. Additional notices will be issued before that work begins.

Construction Update as of June 26

As of Friday, June 27, Intersection Road will be closed again to continue the work into Phase 2 of the construction project. Upgrades include new sanitary, storm, and watermain installations.

Update: June 6

June 06 2025, Update:

Please be advised that watermain work in Phase 2 of the above noted project has successfully reached a milestone allowing the road closure on Intersection Road to be temporarily lifted for local traffic.

This reopening is expected to last for approximately three (3) weeks until June 30.

During this period, work will shift focus to ongoing watermain and sanitary sewer work in Phase 1, which is located east of Banwell Road in the greenfield (farmland) area.
After this temporary reopening period, the road closure will be reinstated as Phase 1 construction activity will begin to impact Intersection Road (weather permitting).
Pedestrian fencing currently in place along the south side of Intersection Road will remain until Phase 2 is completed, regardless of the presence of construction activity on Intersection Road.

Project Overview

Construction for the Tecumseh Hamlet Secondary Plan Water and Wastewater Infrastructure Project is scheduled to begin in early April, weather permitting. This important infrastructure project was awarded to Rudak Excavating Inc. by Tecumseh Town Council on February 25, 2025.

The work will take place in two phases and is expected to be completed by the end of the year. Shape

Phase 1 – Greenfield Area (East of Banwell Road)

Installation of approximately 1,350 metres of new 1200 mm sanitary sewer

Installation of approximately 1,350 metres of new 400 mm watermain

Construction will take place between County Road 22 and Intersection Road

This work involves deep excavation. To protect the environment, a specialized method called micro-tunnelling will be used in some areas. Large underground shafts will be built first to support this process. Early construction will focus on shaft development before pipe installation begins.

Phase 2 – Intersection Road and Surrounding Area

Installation of 520 metres of new 600 mm sanitary sewer

Installation of 550 metres of new 400 mm watermain

A new storm sewer will be installed from Shawnee Road toward the Lachance Drain

Much of the watermain work on Intersection Road will be done using horizontal directional drilling, which helps reduce disruption for local residents. Open cut (trench) excavations on Intersection will be completed for the installation of the new sanitary and storm sewers.

Traffic Disruptions:

Intersection Road will be closed at times, but access for residents, school busses, and emergency vehicles will be maintained

Construction traffic can also be expected on Gouin St., but only to facilitate the micro-tunneling component of the Phase 1 sanitary sewer installation

Traffic detours will be in place; the Town is coordinating detours with Windsor and Essex County during times when neighbouring City and County projects are simultaneously underway
