Council Connect: Highlights from September 26, 2023, meetings of Council

Tecumseh Town Council met this evening and here are the highlights:

Regular Meeting of Council

Maidstone Recreation Centre – Septic System Assessment: In December 2022, Council approved the design and construction of a new outdoor washroom facility at the Maidstone Recreation Centre. The architectural firm 2MK Architects Incorporated was selected by the Town to design the new outdoor washroom facility. During the design process, the site's existing infrastructure, including sanitary, water, and hydro services, were assessed. Due to limited information about the existing septic system, a more detailed evaluation was carried out by a sanitary specialist who found that the existing system would not support additional sewage flow through the addition of the outdoor facility. To meet Ontario Building Code (OBC) requirements, the septic system needs to be replaced. Additional funding is required to cover the associated costs separately and was funded through an allocation from the Lifecycle Building Reserve of up to $125,000. Council approved the report.

County Wide Active Transportation System (CWATS) and Municipal Partnership Program (MPP) Town of Tecumseh 2024 Proposed Projects:  In 2012, County Council officially adopted the County Wide Active Transportation Study Plan (CWATS Plan) with the aim of fostering the development of a comprehensive active transportation network throughout the County. To date, 14 Tecumseh CWATS projects have been endorsed by Town Council in accordance with the CWATS implementation program. The proposed 2023-2027 CWATS Projects include bike lanes and multi-use trails along various sections of County Road 42 and a multi use trail on the east side of the re-aligned County Road 43. Council approved the 2024 Municipal Partnership Program (MPP) Projects for a bike camp, bike safety rodeo and bike valets for three town events.  The Town’s 50% share of the estimated combined total cost for the bike camp, bike safety rodeo and bike valets is $2,625 (excluding H.S.T.). These costs have been referred to 2024 budget deliberations.

Rural Economic Development (RED) Contribution Agreement – Tecumseh Lakeshore Commercial Area Branding Study: In January of 2022, Council endorsed the Tecumseh-Lakeshore Shared Economic Development Strategy. An application for funding was subsequently made to the Rural Economic Development (RED) Program through the Ministry of Agriculture, Food and Rural Affairs to undertake a Commercial District Branding Study.  In June 2023, the Town and partners were awarded a matching grant of $30,000 towards a Branding Study for the three main retail areas of the Town, including the Tecumseh Road Main Street, Lesperance South (at CR 22 and Lesperance) and Manning Road/Amy Croft area. Council approved the execution of a by-law authorizing the Agreement.

County Road 46, Webster and Laval Sanitary Sewer Extension Award of Engineering Consulting Services, Contract Administration and Inspection: Council awarded Dillon Consulting for Engineering Consulting Services, specific to contract administration and inspection services throughout construction, for the County Road 46, Webster & Laval Sanitary Sewer Extension Project in the amount of $355,000 excluding HST. Council considered By-law 2023-099 for first, second, and third readings and approved the new by-law.

Delduca Drive Sanitary Sewer Extension Award of Engineering Consulting Services, Contract Administration and Inspection: Council awarded Stantec Consulting Ltd. for the Engineering Consulting Services, specific to contract administration and inspection services throughout construction, for the Delduca Drive Sanitary Sewer Extension Project in the amount of $331,855 excluding HST. Council considered By-law 2023-100 for first, second, and third readings and approved the new by-law.

Lesperance Road Multi-Use Trail, County Road 22 to County Road 42 – Award of Engineering Consulting Services, Contract Administration and Inspection: Council awarded Dillon Consulting for Engineering Consulting Services, specific to contract administration and inspection services throughout construction, for the Lesperance Road Multi-Use Trail, County Road 22 to County Road 42 Project in the amount of $275,700 excluding HST. Council considered By-law 2023-101 for first, second, and third readings and approved the new by-law.
