Council Connect: Highlights from February 28, 2023, meetings of Council

Tecumseh Town Council met this evening and here are the highlights:

Special Meeting of Council

Municipal Freedom of Information and Protection of Privacy Act (MFIPPA): Council received a presentation on the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA).

Public Meeting of Council

Zoning By-law Amendment 13931 Riverside Drive Public Meeting: Council held a public meeting to provide for public comment on a zoning by-law amendment application. The Zoning By-law amendment application proposes to change the zoning of a 0.12 hectare (0.29 acre) parcel of land situated on the south side of Riverside Drive, approximately 35 metres (114 feet) east of its intersection with Arlington Boulevard (13931 Riverside Drive) to facilitate the construction of a one-storey, two-unit dwelling (semi-detached dwelling).

Public Meeting for Engineer’s Report – Shuttleworth Drain: Council held a public meeting to consider the Engineer’s Report for the Shuttleworth Drain that outlines the cleanout of accumulated silt and debris, replacement of existing bridges and enclosures and future replacement specifications for remaining bridges and enclosures. A Court of Revision meeting will be held on March 28, 2023, at 6:00 pm to allow all affected landowners to appeal their assessed costs.

Public Meeting to Reconsider Engineer’s Report – Sullivan Creek Drain:  Council held a public meeting to consider the Engineer’s Report for the Sullivan Creek Drain that provides recommendations for bridge/culvert repairs/replacements, specifications for future bridge/culvert replacements, flushing of existing bridges/culverts and removal of silt and debris from the Drain.  A Court of Revision meeting will be held on March 28, 2023, at 6:30 pm to allow all affected landowners to appeal their assessed costs.

Regular Meeting of Council

2021 Development Charge Reserve Fund Statement: Council received a report from Financial Services on the 2021 Development Charge Reserve Fund Statement that includes opening and closing balances, transactions, and such information as is prescribed in the regulations. The full report will be available on the Town website for review.

Corporate Records and Information Management Review: As part of the Municipal Modernization Fund – Intake 3, the Town conducted a review of its corporate records and information management. The results of this review were presented to Council by Paula Lederman of Imerge Consulting. The review is a comprehensive assessment of the Town’s physical and electronic records and provides the framework for improving service delivery and cost efficiencies. Administration will report back to Council with a framework for the implementation of recommendations from the Corporate Records and Information Management Review, including any budgetary impacts. Council endorsed the report in principle and authorized its posting to the Town’s website.

Annual Report and Summary Report for the Year 2022 Town of Tecumseh Water Distribution System: Council received the 2022 Ministry of the Environment, Conservation and Parks Annual Report and the Summary Report for the Town of Tecumseh Water Distribution System for the Year 2022, as prepared in accordance with the Safe Drinking Water Act. The Annual Report identifies specific details regarding the overall quality of drinking water supplied to consumers. The Summary Report contains information on the drinking water system’s operation and management and summarizes the regulatory activity in Tecumseh’s water distribution system during the year. The reports were adopted by Council and will be posted to the Town’s website.

Tecumseh Water Distribution System Ministry of the Environment, Conservation and Parks January 1, 2022 to December 31, 2022 Inspection Report: Council received the Ministry of the Environment, Conservation and Parks Inspection Report for the Tecumseh Water Distribution System. The report found that the Town’s municipal residential drinking water system achieved an Inspection Summary Rating Record of 100%. There were zero instances of non-compliance and no best practice recommendations noted, and the Town’s inspection risk rating is 0.00%.

Drinking Water Quality Management System Operational Plan: As legislatively required by the province, the Town of Tecumseh is required to review, update, and maintain its Drinking Water Quality Management System Operational Plan on an annual basis. Changes to the Plan include legislative and regulatory changes, risk assessment review, audit and inspection reports and management review committee recommendations. The full report can be found here. Council endorsed and committed to the implementation of the report.

Amendment to the 2023-2027 PWES Capital Works Plan Tecumseh Secondary Plan Area Northwest Water & Wastewater Infrastructure Project: Public Works and Engineering Services presented a report outlining Amendments to the 2023-2027 PWES Capital Works Plan, Tecumseh Secondary Plan Area, Northwest Water & Wastewater Infrastructure Project. The report requests an expanded scope with higher construction costs for the Project, now estimated at $16.62M, up by $2.66M. The expanded scope involves extending the trunk sanitary sewer and trunk watermain by approximately 200-metres south through the CP Rail and the Hydro One corridors and also extend the water, wastewater and storm water servicing on Intersection Road to Lesperance, with road reconstruction. Tecumseh Hamlet Secondary Plan Area Environmental Assessment and Functional Servicing Report: Given past and ongoing project involvement in all aspects of the engineering and servicing issues being addressed in this area, familiarity with other relevant engineering studies affecting servicing in this area and for the purpose of efficiency and expediency, it was recommended that the Town retain Dillon Consulting Limited to complete the Environmental Assessment and Functional Servicing Report for the Tecumseh Hamlet Secondary Plan Area. Council approved retaining Dillon Consulting Limited for this work with a funding allowance of $482,800 excluding HST.
