Tecumseh Hamlet Secondary Plan Area Infrastructure Improvements Municipal Class Environmental Assessment

The purpose of the Tecumseh Hamlet Secondary Plan is to establish a detailed planning framework for the urban development of the lands that are currently designated Future Development in the Tecumseh North Settlement Area of the Official Plan. 

To meet the growing housing market demands in the Town of Tecumseh, the Town has initiated an Environmental Study Report for the Tecumseh Hamlet Secondary Plan. This report will serve to develop a coordinated and sustainable approach to providing municipal infrastructure within the Tecumseh Hamlet Secondary Plan Area.  The Environmental Study Report was completed in conjunction with the Tecumseh Hamlet Secondary Plan, Official Plan Amendment No.5. 

The Environmental Study Report supports Official Plan Amendment No.5 through the evaluation of infrastructure alternatives to address transportation, water, wastewater, and stormwater management servicing needs.  The alternatives were assessed based on their effects on the natural environment, socio-cultural conditions, financial viability, and technical feasibility.  Based on these evaluations, preferred design concepts have been identified to guide a comprehensive servicing strategy that supports future development. 

This study was completed as a Schedule C Municipal Class Environmental Assessment, which is an approved process under the Environmental Assessment Act. This Environmental Study Report documents the planning and design process leading to the selection of the preferred municipal infrastructure servicing strategy to facilitate development within the Tecumseh Hamlet Secondary Plan Area.

A Public Information Center (PIC) was held on Thursday, April 13, 2023 to obtain feedback from local residents, property owners and community groups. A second PIC was held Monday, November 27, 2023 providing interested parties an opportunity to review design alternatives and provide comment.


The Class EA process was substantially completed and the Notice of Completion was published on June 27, 2025.

Section 16 Order (Aboriginal and Treaty Rights)

A request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed (that is, requires further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and Treaty Rights. Requests on other grounds will not be considered.

Requests should include the requester’s contact information and full name and specify what kind of order is being requested (request for conditions or a request for an additional/comprehensive EA), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and Treaty Rights, and any information in support of the statements in the request. The request should be sent in writing or by email to both the following contacts and copied to the project team members listed above, no later than August 8, 2025.
