2023 Business Plan and Budget

The Town’s 2023 Proposed Business Plan and Budget was presented to Council at the Regular Council Meeting held on December 13, 2022.

The proposed budget required a municipal tax rate increase of 4.40%, which would raise an additional $1,456,000 over the 2022 budgeted municipal levy.

During budget deliberations at the Special Council Meeting of January 17, 2023, each Department Head presented details on their specific budgets, explained the basis of any budgetary changes from 2022, and answered questions put forth by Council. Amendments to the Proposed Budget consisted of one-time measures to:

  • cover increased employee benefit costs through use of reserves (savings of $50,000)
  • account for temporary gapping due to staff vacancies across the organization (savings of $50,000)
  • use more interest income for operations by reducing the amount transferred to reserves (added revenue of $50,000)

The overall reduction of $150,000 results in a revised municipal tax levy increase net of growth of 3.86%. The Proposed Budget as amended was approved unanimously by Council (SCM January 17, 2023).

The following table itemizes the levy into three authorities (Municipal, County, and Education). With the approved 2023 budget, the average residential property assessed at $250,000 would pay an additional $122 in combined annual property taxes.
